Prime Minister, Brigadier (Ret’d) the Honourable Mark Phillips, attended the Night of Reflection hosted by the Ministry of Foreign Affairs and International Cooperation, for the late Ambassador Elisabeth Anne Harper A.A
During his remarks, the Prime Minister said that the late Ambassador Harper is a symbol of inspiration for younger diplomats, especially women, and for all who believe that serving one’s country holds profound meaning.
“Though Ambassador Harper has left us, she leaves behind a legacy of commitment, a standard of excellence, and a story that many will remember and cherish. May we honour her by continuing the work with the integrity she embodied and the vision she held for a Guyana respected abroad, at peace within, forward-looking, and proud.”
He said her legacy extends far beyond her achievements, highlighting her humility, professional integrity, and the respect she commanded across political and diplomatic lines.
“In reflecting on her passing, we celebrate the achievements of a remarkable career diplomat as well as the character and grace of a woman who devoted nearly fifty years to the service of Guyana and the Caribbean region.”
Ambassador Harper began her public service in 1976 as a clerk at the Ministry of Foreign Affairs. She rose through protocol, Latin America and Caribbean Affairs, served as Counsellor in London, then Director of the Americas and Asia, and Director-General. She also served as Guyana’s Ambassador to CARICOM.
In 2015, she was nominated as the People’s Progressive Party/ Civic’s Prime Ministerial candidate, a sign of the high regard in which the nation held her.
Ambassador Elisabeth Anne Harper passed away on September 13, 2025, while serving as Permanent Secretary of the Ministry of Foreign Affairs and International Cooperation.
