The Government of Guyana has tabled a $57.5 billion Supplementary Appropriation Bill in the National Assembly to support the continued rollout of key national development programmes, including the expansion of the electricity distribution network, acceleration of the housing drive, road and sea defence works, and the continuation of the $100,000 cash grant initiative.

The Supplementary Appropriation Bill No. 1 of 2025 was presented on Friday by Senior Minister in the Office of the President with Responsibility for Finance and the Public Service, Dr. Ashni Singh.

Of the total sum, $29.5 billion is allocated to the Office of the Prime Minister for the ongoing electricity programme. This includes $28.8 billion to upgrade and expand electricity distribution networks and $738 million to extend coverage to previously unserved communities.

These initiatives form part of the Government’s efforts to improve electricity reliability, affordability, and access across coastal and hinterland regions. As part of this effort, areas such as the New Forest in Region Six have received power for the first time, while hinterland villages have been equipped with solar panels to overcome the challenges of distance from the national grid.

The Government is also advancing the transformative Gas-to-Energy (GtE) project to bolster long-term energy sustainability. Additionally, the supplementary paper makes provisions for $3 billion to continue President Ali’s $100,000 cash grant programme, first announced in October 2024. Thousands have already benefitted from the initiative.

To support Guyana’s growing infrastructure network, $2.9 billion has been earmarked for road construction and improvement works under the Ministry of Public Works. Another $12 billion has been set aside for the Ministry of Housing and Water to further accelerate the national housing programme.
