Home Affairs Minister Oneidge Walrond on Friday announced major changes to Guyana’s vehicle tint regulations, saying the new system takes immediate effect and is designed to remove delays, confusion and unfairness in how waivers are handled.

Following consultations with the Guyana Police Force and technical experts, the Minister confirmed that all motor vehicles will now be allowed tint with no less than 35% light penetration, without any tint waiver required.

This universal allowance replaces the long-standing restriction that made even factory-installed tint illegal without a waiver.

Walrond explained that the previous rules only allowed tint with at least 65% light penetration, and only if the Minister granted a waiver. She stressed that this was a major point of public frustration for years.

While the public will benefit from the new basic tint freedom, restricted waivers will still exist but only for high-risk, high-security groups.

These Category 1 and 2 waivers will be strictly limited to diplomats, government officials, and high-profile security-related individuals.

Any additional persons specifically approved by the Home Affairs Minister. The law will be amended shortly to align with the new policy. Motorists have until December 31, 2025 to meet the new compliance standards. After that date, the Guyana Police Force will launch aggressive nationwide enforcement.

Walrond made it clear that failure to comply will attract existing fines and charges under traffic laws.

The Minister said the new system is meant to finally bring order to tint management in Guyana.

She emphasized that the approach is based on risk assessments and ensures equity across the board while still safeguarding national security concerns.

“These changes are intended to bring predictability, equity and fairness to the long-standing issue of tint management,” she stated.

The announcement marks the most significant overhaul of tint regulations in years, directly impacting thousands of vehicle owners nationwide.
