Attorney General and Minister of Legal Affairs, Anil Nandlall, S.C., on his weekly Issues in the News programme, addressed what he described as unnecessary confusion surrounding the government’s newly announced vehicle tint rules.

He said the move forms part of broader road safety reforms, noting the state of fatal accidents and negligent road use continues to be of serious concern. The government, he explained, is monitoring the situation closely and will implement reforms in the public interest.

Speaking directly to the tint policy, Nandlall said government intends to introduce consistency, uniformity and equity in how tint levels are applied to all motor vehicles.

According to him, every vehicle will now be allowed 35% light penetration, the same level used by manufacturers when vehicles leave the factory.

“That will remain and will apply to all vehicles,” he stated.

A separate waiver system will continue to exist, but only for high-security categories such as diplomats, government officials and others approved by the Home Affairs Minister. Those granted waivers will qualify for darker tints, once the traffic regulations are updated to reflect the changes.

Nandlall insisted there is nothing unclear about the policy.

“That is the position. And I don’t understand why there is controversy. Well, not controversy, a lack of clarity… you may disagree with the measure, but that is the measure. The measure is not unclear,” he said, stressing the difference between objecting to a policy and claiming not to understand it.

The Attorney General reiterated that the government’s tint measures are intended to be fair and transparent, and form part of a wider overhaul of traffic laws, including harsher penalties for speeding and expanding the range of ticketable offences, all aimed at making Guyana’s roadways safer.
