The Ministry of Natural Resources has announced a major update to the processing of local content certification applications, introducing fixed timelines aimed at improving clarity, predictability, and overall efficiency for businesses across the sector.
This comes as Minister of Natural Resources, Hon. Vickram Bharrat, met with management and staff of the Local Content Secretariat (LCS) on November 24, 2025.
That engagement focused on the Secretariat’s daily operations and on improving service delivery and internal processes to better support stakeholders. The Minister reaffirmed his commitment to enhancing the quality of service provided to all stakeholders within the LCS and the wider natural resources sector.
In a release issued on November 25, the Ministry outlined the structured timelines that will take effect from January 2026 as part of the administration’s wider push to modernise and expand public services.
Under the updated framework, sole proprietorships and landlords will have new applications processed within five working days, while renewals will be completed within three working days. For 100% Guyanese-owned companies and business partnerships, new applications will be processed within 15 working days, with renewals set at 10 working days. All other companies will see new applications processed within 21 working days, and renewals within 15 working days.
The Secretariat noted that these timelines only begin once all required documents have been submitted. This ensures consistency and transparency in processing, in keeping with government’s goal of building a more responsive public service. An updated list of required documents will be published on the petroleum.gov.gy website under the new framework.
Stakeholders in the petroleum sector and the broader supply chain are also being encouraged to download and utilise the Local Content App, launched in February, which helps connect suppliers to contractors and subcontractors by streamlining access to procurement needs.
In addition, the ministry announced that an online submission portal for applications will be launched in January 2026 to further optimise efficiencies. Members of the public are being urged to make full use of these new facilities once they become available.
