The Guyana Civil Aviation Authority (GCAA) and its Ugandan counterpart have signed a Memorandum of Understanding (MoU) aimed at strengthening cooperation in aviation safety, regulation and technical development.
The agreement with the Uganda Civil Aviation Authority (UCAA) establishes a framework for the two agencies to share expertise and best practices in the management, modernisation and maintenance of their civil aviation systems.
According to the GCAA in an October 2 release, the partnership will cover several areas, including safety surveillance and oversight, aircraft certification, personnel licensing and training, aerodrome and airworthiness management, and economic regulation of air transport.
Cooperation will also extend to State Safety Programmes (SSP), Safety Management Systems (SMS), institutional strengthening and human resource development.
As part of the arrangement, the two aviation authorities are expected to exchange information and deploy experts and instructors for training and technical missions. They will also collaborate on studies considered beneficial to both countries.
Director General of the GCAA, Lt. Col. (ret’d) Egbert Field, said the agreement is expected to contribute to higher aviation standards in both countries.
“This collaboration paves the way for improved aviation safety and operational excellence. Through this MoU, we are taking decisive action to raise the bar for civil aviation in both Guyana and Uganda,” Field said.
The GCAA noted that activities conducted under the agreement will be carried out in keeping with the respective laws and regulations of both countries, while provisions have also been made for confidentiality and intellectual property.
The MoU was signed by Field on behalf of Guyana and Deputy Director General of the Uganda Civil Aviation Authority, Mrs. Olive Birungi Lumonya.
The agreement comes as Guyana continues to strengthen international partnerships in the aviation sector, with increased focus on safety, regulatory oversight and institutional capacity.
